Cali This Week: A Presidential Inauguration, Then the Petronio

Cali is having an unusual week. On Friday, August 7, at 3:00 p.m., Abelardo de la Espriella takes the presidential oath at the Arena USC on the campus of the Universidad Santiago de Cali. Two days later, on Sunday, August 9, the thirtieth Festival Petronio Álvarez opens in the same city and runs for nine days.

Between them, those two events put a set of closures and restrictions across Cali that anyone traveling there over the next ten days should know about before they arrive.

This post is about the logistics, not the politics. What follows is what is closed, what is restricted, and what the official sources are currently saying.

What Happens on Friday

The ceremony starts at 3:00 p.m. at the Arena USC, a venue holding roughly 2,500 people, and it is invitation only. De la Espriella will take the constitutional oath before the president of Congress, receive the presidential sash, and give his first address. José Manuel Restrepo becomes vice president. King Felipe VI of Spain and several Latin American heads of state are among the guests.

The location is the unusual part. Colombian presidents have traditionally been sworn in before both houses of Congress in Bogotá, and this is being widely described as the first inauguration held outside the capital. De la Espriella has framed the choice as a decentralization argument, saying his inauguration will be “the first demonstration that decentralization stops being a discourse to become a reality.” He has separately cited the southwest’s decades of narcotrafficking and guerrilla violence, and a wish to signal support for the armed forces, as reasons for choosing Cali.

What Is Restricted, and When

Friday, August 7

Dry law, 6:00 a.m. to 8:00 p.m. The sale and consumption of alcohol is prohibited citywide, in shops, in public space, and in venues open to the public. Penalties under Law 1801 of 2016 run from COP 233,454 (about USD 74) to COP 1,867,632 (about USD 590).
No private cars or motorcycles, 7:00 a.m. to 8:00 p.m., across the urban perimeter, under what the city is calling a día de la movilidad activa. Exemptions cover official and security vehicles, deliveries, funeral services, medical staff, accredited media, and, relevant if you are traveling, anyone who can show a flight ticket for that day. The fine is COP 633,200 (about USD 200).
The MIO runs free all day. Cali’s bus rapid transit network carries passengers at no charge, though you still tap a card to board.
Roads around the venue are sealed. Calle Quinta is closed at the campus, and carreras 62 and 64 are shut to any vehicle without presidential accreditation.

Thursday to Saturday

Selling fuel in containers outside a vehicle’s tank is banned from 8:00 a.m. on August 6 until noon on August 8, alongside restrictions on heavy cargo, construction materials, and moving services. Carrying firearms is suspended, and a drone no-fly zone covers Cali and the surrounding area.

The festival weekend

Saturday, August 8. Calle Quinta closes between carreras 70 and 73 while parade floats are assembled. Petronito, the festival’s children’s edition, runs its nineteenth year.
Sunday, August 9, 2:00 p.m. The Desfile de Colonias moves along Calle Quinta from carrera 70 down to carrera 52.
The festival then runs to August 17, with the Ciudadela Petronio at the Unidad Deportiva Alberto Galindo open from August 12 to 17.

The Security Picture

Around 11,000 military and police personnel have been deployed in Cali and the surrounding area. Military boats are patrolling the Río Cauca.

Colombia’s defence minister has publicly warned of a threat against the ceremony.

Defence Minister Pedro Sánchez told radio station La FM on Wednesday, August 5, 2026, that authorities were monitoring a threat, and said: “Most likely, these criminals would attempt to disrupt this democratic event with acts of terrorism.”

Outgoing president Gustavo Petro has also spoken publicly about explosives in the city. Opposition groups have announced peaceful demonstrations for the same day.

What the Advisories Say

The UK Foreign, Commonwealth and Development Office notes the inauguration, tells travelers to expect an increased security presence in Cali and other major cities, and flags planned demonstrations in Bogotá, Barranquilla, and Cali. Its advice is to plan ahead, expect transport disruption, stay away from large gatherings, and follow the instructions of local authorities.

The US State Department has Colombia at Level 3, “reconsider travel,” as of March 31, 2026. Valle del Cauca sits at Level 4, “do not travel,” with Cali explicitly excluded from that designation.

Neither government is telling visitors to leave Cali or to skip the festival. Both are saying to avoid crowds and demonstrations. If You Are Traveling to Cali

Keep your flight confirmation accessible on Friday, since it is what exempts you from the vehicle restriction, and arrange any airport transfer in advance rather than expecting to flag something down.
